Executive Team

Dr. Joshua TepperBefore coming to Health Quality Ontario, Joshua was the Vice President of Education at Sunnybrook Health Sciences Centre, in charge of educational strategy and programming for learners, physicians and staff, patients and their families, and the community. Prior to Sunnybrook, he served as the Assistant Deputy Minister at the Ministry of Health and Long-Term Care, where he led the HealthForceOntario health human resources strategy to ensure Ontarians had access to the right number and mix of qualified health care providers. Joshua has also been active on a national scale as the Senior Medical Officer for Health Canada, an Adjunct Scientist at the Institute for Clinical Evaluative Sciences, and a Research Consultant for the Canadian Institute of Health Information. He has received several provincial and national awards for his leadership in these positions, including the Ontario College of Family Physicians, Jan Kasperski Leadership Award (2011-12) and Canada’s Outstanding Young Leadership Award from the Canadian College of Health Services Executives (2009).

Joshua received his Doctor of Medicine from McMaster University. He has a Masters of Public Health in Quantitative Methods from Harvard University and an MBA from the Richard Ivey School of Business. He holds a Bachelor of Arts in Public Policy from Duke University.

Dr. Irfan DhallaPrior to joining the Health Quality Ontario team, Irfan was the inaugural Medical Director, Quality and Research, at St. Michael’s Hospital. He continues to hold an Associate Scientist appointment at the Li Ka Shing Knowledge Institute of St. Michael’s Hospital and an Adjunct Scientist appointment at the Institute for Clinical Evaluative Sciences. His research has been recognized with several national awards, including a Rising Star Award and a New Investigator Award from the Canadian Institutes of Health Research, as well as a New Investigator Award from the Canadian Society of Internal Medicine. When not at Health Quality Ontario, you can find Irfan practicing and teaching general internal medicine at St. Michael’s Hospital.

Irfan holds a Bachelor of Applied Science in Engineering Physics from the University of British Columbia, a Doctor of Medicine from the University of Toronto and a Master of Science in Health Policy, Planning and Financing from the London School of Economics, which he completed as a Commonwealth Scholar.

Lee FaircloughLee joined Health Quality Ontario in 2014 as HQO’s Vice President of Quality Improvement. In this capacity she is responsible to support efforts promoting quality improvement across Ontario’s health system. She is the former Vice President of Strategy, Knowledge Management & Delivery at the Canadian Partnership Against Cancer, a national organization responsible for improving cancer control in Canada, after initially joining their executive team to establish the newly created organization. Lee also held a variety of roles at Princess Margaret Hospital, and was Director of the Toronto Regional Cancer program when it was first established.

Lee holds an undergraduate degree in Biology and Mathematics from McMaster University, and was trained as a Medical Radiation Technologist (MRT) through Sunnybrook Health Sciences Centre and the University of Waterloo. She has a Master of Health Science from the University of Toronto, where she was a recipient of the Robert Wood Johnson Investigator Award in Health Policy Research. In May 2014, she was awarded the inaugural Louise Lemieux Charles Emerging Health Leaders award from the Society of Graduates.

Mark FamMark Fam brings over 15 years’ experience in the health sector, and has developed a broad base of industry knowledge across his hospital, consulting and academic experiences.

Prior to joining Health Quality Ontario, Mark was the Director of Strategy and Diagnostics at North York General Hospital, where he was responsible for Hospital Strategy, all Diagnostic Services and Choosing Wisely projects, and for leading Health Links and the hospital's collaborations with Primary Care. Responsibile for a large operating budget, with 300+ staff across multiple departments and a broad portfolio, Mark has been involved in operations, strategy development and execution, performance measurement, project management, leadership and team building. Prior to North York General Hospital, Mark spent 11 years at Deloitte Inc. where he was a Senior Manager of their National Health Services practice, providing business expertise to a multitude of health clients across Canada including governments, provincial agencies, health provider organizations, and professional associations.

Mark holds a Master in Health Administration from the University of Ottawa and a Bachelor of Science (Honours) from Queen’s University. He also holds a certificate in Leadership and Management Essentials from Harvard Business School.

Anna GreenbergAs Health Quality Ontario’s Vice-President, Health System Performance, Anna Greenberg is responsible for designing and implementing a comprehensive strategy to improve performance monitoring and public reporting in Ontario.

Prior to joining Health Quality Ontario, Anna was Director, Strategic Policy at the Ministry of Health and Long-Term Care where she led a branch of policy professionals in the development of policy in a wide variety of areas including mental health and addictions, healthcare quality and safety, clinical and social service integration, and reproductive technology. She previously spent over a decade in leadership roles in the cancer system, spearheading initiatives such as Ontario’s first publicly reported cancer system performance measurement tool, and cancer system planning and policy development, and knowledge management at Cancer Care Ontario, Princess Margaret Hospital/University Health Network, and the Canadian Partnership Against Cancer.

Anna holds a Masters in Public Policy from the Goldman School of Public Policy at University of California at Berkeley, and a Bachelor of Arts from McGill University. Ms. Greenberg previously served on the Board of Directors at the Davenport Perth Neighbourhood and Community Health Centre, including serving as its inaugural Chair of the Quality Committee of the Board.

David KaplanPrior to taking up the role as Chief, Clinical Quality, David held the position of Provincial Primary Care Quality Lead at Health Quality Ontario which he is maintaining. He is a family physician who practices comprehensive family medicine with obstetrics.

David graduated from the Faculty of Medicine at the University of Toronto where he also completed a residency in Family and Community Medicine. Prior to his medical training, he completed his graduate training in the Institute of Health Policy, Management and Evaluation and the Joint Centre for Bioethics in the Faculty of Medicine at the University of Toronto, where he is now an Associate Professor teaching in the pre-clerkship, clerkship and postgraduate medical programs. David was Family Physician-in-Chief (Interim) and Medical Program Director at North York General Hospital from 2006-2008. From 2005-2013, he served as Chair of their Research Ethics Board. He has held regional primary care leadership roles in the Central Local Health Integration Network, both as Primary Care Physician LHIN Lead and Primary Care Lead for Diabetes and Chronic Disease Management and Prevention.

Jennie Pickard Over the course of her career, Jennie has held a variety of clinical, education, research and policy roles within the community and mental health sectors and Ministry of Health and Long-Term Care. Jennie has previously held roles at the Ontario Association of Community Care Access Centres and the Clarke Institute of Psychiatry. Most recently, she was a consultant on the Integrated Client Care Project at the Ontario Association of Community Care Access Centres, where she provided strategic leadership and support for the design and implementation of a new provincial model of care delivery, focused on clinical populations, integrated care and payment for outcomes. Inter-professional and cross-sector collaborations to improve patient outcomes has been an area of career focus for Jennie as evidenced in such provincial initiatives as Behavioural Supports Ontario, End-of Life Care, and currently Improving and Driving Excellence Across Sectors (IDEAS). She belongs to the Canadian College of Health Services Leaders, the College of Nurses of Ontario and the Registered Nurses Association of Ontario.

Jennie holds a Master of Science in Nursing from the University of Toronto with a specialty in mental health. She has been certified as an IHI Improvement Advisor by the Institute for Health Care Improvement, Boston.

Michelle Rossi Michelle is the former Director of Policy to the Minister of Health and Long-Term Care, where she led a team responsible for providing strategic advice to the minister to ensure policy initiatives aligned with the goals and mandate of the government. She oversaw the movement of all policy items through an approvals process into successful implementation. She also fine-tuned her skills in developing and managing relationships with stakeholders to ensure policy initiatives aligned with the goals and mandate of the government. Prior to becoming the Director of Policy at the Ministry of Health and Long-Term Care, Michelle served as the caucus liaison between the Minister and the members of provincial parliament.

Michelle holds a Master of Arts in Political Science from York University and a Bachelor of Arts in Political Science from Carleton University.

Jennifer SchipperJennifer is the former Senior Vice President of a North American public relations agency, where she led the Health Sciences Practice and provided oversight to the Government Relations practice. She served a diversity of clients including government agencies, hospitals, patient advocacy groups, professional associations and others on prominent health and health system issues. Before joining Environics, and for close to 10 years, she was the Director of Public Relations for a Canadian hospital and academic health science centre. Jennifer’s areas of expertise include designing and implementing robust and multi-faceted communications programs that move the metre on behavioural and system change. She has tackled many large issues including child injury prevention, pandemic preparedness, and prescription drug misuse, empowering organizations to shine a spotlight on what needs to be done to fuel change. She also has spent the past 18 years working side-by-side with patients and their families, helping them build their narrative, leverage their voice, and advocate for change.

Jennifer holds a Master of Arts from the University of Michigan and a Bachelor of Arts from McGill University. She is also accredited with the International Association of Business Communicators and has sat on boards and board committees for several non-profit organizations in health, community service and the arts.
